It's really interesting. Basically, they recorded a sound that dogs make that kind of sounds like a pant. One of my dogs does it all the time when she's happy and should not be panting (ie: not tired or hot). So...they recorded this sound and are playing it in shelters and it really seems to calm the dogs.
